You’ll see next chapter that the monsters swarmed the city. And risking anyone potentially getting infected, it spreading quickly and not being able to find out who’s infected soon enough, would endanger everyone. Similar to the train incident before.
They chose people to survive and abandon? Those on the trains are the useful ones?
