Yea I think the brother is keeping a leash on the og fl and may even have a relationship with her cause the whole reason the story started was cause she needed revenge
he's really keen on making mc healthy (that creepy ass stare) which is strange since he's seen her twice and barely spent time with her. In the early chapters the emperor knew the true reason why he was at the country, but chose to lie to leopald, which I don't get why he would unless there was a bigger and more important reason. And because of the weird vibe he gives.
