He deeply loves his brother, but he’s also a ruler and a guy with very complex emotions. Any of the negative outcomes that happened from his actions weren’t what he truly wanted, but when he had acted he was angry and frustrated at his brother.
So like, from a certain point of view he is a bad person. But like he is on their side, he just fucked up horrendously.
