I mean, his actions clearly showed he liked her, and those actions were intentional as he was kinda aware of his feelings towards her. Despite that, he not only did not explain anything to Suzuku, he simply let his ex live with him in his apartment. You don't just send someone signals that you like them and then let your ex live in your apartment alone with you. And this issue wasn't even addressed properly when Hibiki confessed to Sizuku. Even if he didn't know his feelings when he hugged Sizuku l, he must've caught on at the end, right? He just mentioned that he cares more about her and he cut things off with his ex. He should have explained things better, he should have mentioned explicitly that he was sorry for allowing his ex to live with him after sending obvious signals to Sizuku.
