The seme loves the uke, this is their second life and the seme treated the uke really bad for a misunderstanding on his part and he was the reason why the uke killed himself.
So now the seme remembers everything and the uke has flashbacks not knowing it's their past life. In this life the seme is trying to make the uke independent so the story doesn't repeat itself, he loves the uke but he wants the uke to completely choose him, not to be with him just because he feels like he needs the seme or feels like he is in debt to him, thats why he didnt mark him, he wants to, but then the uke would be tied forever and the seme wants him to fully achieve liberty before choosing him.
I do say that disappointing the uke time and time again and being vague is not a great move to make the uke love him, but i t is what it is

that is a very weird way to show love, i have to say up until this point i haven't been dissapointed with Ido i can understand why he acts the way he does, but if in the future he keeps breaking his promises with Sejin that can change.

I haven't read the novels so idk but i get the feeling seme doesn't plan to marry him so he's trying to avoid people seen them together, thats why he hasnt announce their engagement yet (and probably never will)
