That’s a valid point.
I think the unfortunate part is that Roman didn't have any time left. If he waited, Chronos and Valhalla would still try to attack again. They already surprise attacked once, they were bound to do it again. By declaring an official war, Roman can rally allies and effectively warn them that the war is inevitable. They either stand together or fall separately.
They did get stronger, just not enough to fight Chronos unfortunately
I would prefer if Roman strengthened all his underlings properly before declaring this kind of war against an empire. I am okay if he moved solo or lone ranger but he’s involving a whole lot of people behind in this war. And right now everyone needs to depend on him or assuming that they can only buy him some time whenever they faced someone with higher skills. I hope they better have a good strategy though.
