No one is saying it excuses his actions. It's just showing the readers his backstory and it helps to explain why he is the way he is. It's called character development. The plot isn't attempting to justify the things he did.

It’s really pathetic to showcase the worst character's backstory just to make us feel sorry for him. No matter what he went through in his childhood, it doesn't excuse his actions now.
