I think they were just clinging to hope even if it was desperate. I mean logically they should have come to the conclusion that with so many zombies a. Much more than the university is taken over by zombies, city, country, etc. b. The government blocked off the source of the zombie virus without checking for survivors or without caring if there are any. They weren’t thinking logically tho just emotionally which is completely understandable. The gov probably told everyone there aren’t any survivors, it’s honestly the most predictable move in this manhwa. There isn’t a single country on earth that I don’t think would abandon its people like this.
