From modern people perspective, it sure is seems like that.
But, it alway like that if we learn about history.
Train in the past is always reserve for upper class citizen. Because frankly, normal people can't pay the operational fee.
But from there, it will be changes and innovation for people in the middle class. And then from lower class income.
But, even then there's still people who can't afford that.
Yes, it sucks if the one who build it can't even use it, but that's why he struck a deal with the duke.
