Who said I was justifying anything? If anything, he couldn't control it and nobody had the guts to control him.
I'm not justifying but it is what it is. It's just somewhat sad that the Garon - a mentally vulnerable person - experienced it and everyone has to suffer along with him because of the position and power he has.
