I've been assuming (or maybe I interpreted it in a wrong way ) that maybe, woo-won feels guilty that he intentionally let the dude die (??) during the chase. Everything happened fast, then he thought about it for a split-second. And now it's weighting down on his guilt because of his self-awareness. I wish our baby didn't have to go through this :,[
