This doesn’t explain it as well as in the novel, but Xinlu was bigger/stronger/older than Fei and he was lashing about. Yuri reasoned that if Xinlu was conscious he’d be too difficult to surface/ would possibly end up drowning Yuri by pushing him down, which is why he waited for him to pass out
