Tbh killing him would be a kind of mercy since even in his dying moments, the guy won't regret anything.... I'd rather he'd be stripped of his power and authority since I feel like psychos like that thrive off that stuff. An ideal retribution would be a future where everybody shunned him on top of him losing his powers. Dying is too easy.
