The art is by Skye. Sometimes Korean artists have assistants helping with the color but no idea in this case. It's true the full body looks off but I think it's an artistic preference. Korean artists are obsessed with wide shoulders so sometimes the heads look way smaller than they should be (for them a small face/head it's a compliment).
How many artists are involve in this webtoon? I feel like the full body proportion is way off. The head is so small, while the shoulders are so wide, and the torso and legs are almost the same length (and no, this is not a "swimmers body proportion" reason). Although angles and proportion when they are side facing is correct.
