Because if he didn't say anything, no one will know. And Yohan obviously has upper hand so if everyone know, they will definitely side with him (Yohan). That's how it is in bullying, no one cares who's right or wrong, they're scared of the one that's stronger and therefore they won't side with anyone that oppose the strong one.

I agree with Duyen. Jun is literally built like a twig. I don't know much about bullying since I've never experienced nor seen this type in real life but I've read enough to know that people would rather be bystanders unless someone stronger than the bully opposes. Sometimes people don't care about right or wrong, it's either they don't want to be the next victim, here for the drama or want to suck up.
Considering their teacher barely steps in, I wouldn't trust them to stop Jun's face getting pummeled when a fight erupts. So yeah, Yohan is his biggest shield rn.
Jun is not some secretly OP character. he's just some dude tryna get by/survive school and got a crush (is dead now tho) on the wrong dude.
But scratch that, Yohan ain't no shield. He's like a double edged sword or some crap. He gives off suspicious vibes because you don't really know his objective.

not talking about Yohan, as he's shown as the strongest guy in their school in the story, but Jun actually manages to beat one of his bullies and get him expelled even tho he's "smaller" than that guy

Jun is characterised as a rational individual and prioritises his self image, from this I don’t understand why others would expect him to do something when he has so many restrictions in this current stage of the manhwa

There are actually many factors on why people didn't understand on why Jun didn't do anything. They probably watch too much action fiction, never get/see anyone get bullied, culture difference, or maybe just ignorant. Either way, saying the victim of bullying should just 'Fight back' is plain stupid and apathetic.
