Ian is just a mentally weak old ass bitch who is incapable to stand by himself and make a decision, he is still a teenager in his head. You can argue by saying he tried to run from TJ but he didn't tried enough, the same way TJ won't let him go it's the same way he won't let TJ go. And Jo is a foolhardy man who doesn't know when to let go.
