It's not. Don't know if you heard of it, but in English there's the concept of the 'royal we', where a monarch uses we instead of Iwhen talking about themselves. There's a lot of reasons why that I don't really care to list, but I always just exchanged the we with I in my head.
The original personal pronoun he uses indicates a certain high status, more specifically that of a King (iirc). So, the next best thing in English is using the "royal we."
