The reason why Huiwon's Dr is acting like this is clear. He is addicted to him.
Earlier in the story, when Huiwon started healing the S tier Espers, one of them warned him not to use his guiding on anyone under A tier. Because the guiding can be addictive to weaker espers and normals.
Which also explains the Gross doctor dropping him into the river. Because as the doctor said, fear will also have a guide release as well.
