Aren't you a bit biased? How the fuck do his parents know that the uncle would be a rapist in the future?
His parents are dead, right? It's not as if his parents planned on dying when Bum was young. Bum could have just been sent with the closest living relative. There's not always an inspection when children move houses/guardianship.
I think Bum's parents are the most twisted because they had to assign custody and legal guardians and they chose the fuckin rapist's house. And then the people relocating Bum there didn't inspect the house and deem it kid friendly?
