There can be stalkers of all shapes and sizes who all have a level that can be harmful. If he was making all the same moves but was ugly would you see his actions as innocent too?

If he wasn’t doing something wrong then why did he admit that he did something wrong and apologize for crossing multiple boundaries? That should be enough to recognized that his actions were inappropriate

Later on he did literally put a tail on him which would usually be inappropriate but he also did that to protect him from a literal psychopath so..no..not really. People can feel guilty or weird about doing things even if they're not that bad or wrong and he was forgiven immediately because they really weren't that bad
