I mean I know the emperor was ass for the first few years of Phil's life, but he changed a lot as soon as he noticed he was being an ass like saying she was ignored and neglected feels like too much when he put in effort into mending their relationship and has stayed a pretty good dad ever since (although he's a bit emotionally constipated as a person)

He does notice he was being unnecessarily harsh, when he notices he's making her the same way he felt as a child. I do know he didn't mend their relationship, but he did put in the effort to. The thing with their relationship is that Phil refuses to see any act of kindness from him as being genuine, no matter what he does or how he does it, because she still takes the book's words (that he hates her and loves his biological daughter) as the truth– so it's quite literally impossible for their relationship to grow when it's never been given the chance to. They get stuck in this standstill where the emperor is too emotionally stunted to neither realize Phil's feelings nor think of any straightforward ways of getting his feelings through to her, while Phil just more or less glosses things over it's going to take one hell of a long time to reconcile when they've both never been on the same page, but it's unfair to leave their relationship as is :(
YEES! PLEEEASE GO WITH THEM TO THE TOWER!! LEAVE THE IMPERIAL PLACE BEHIND! Like really, please don't stay in a place where u were actively ignored and neglected, untill u spent all your time stressing and doing anything and everything to please the emperor.
