it was said earlier that the duchess was from a fallen noble family so she is probably not confident especially against the head maid who supposedly knows about the intricacies of the capital. its also probably just her personality but she should still stand up when children are getting punished.
Sorry but like why is the Duchess not doing anything and is just letting the maid be? She's acting so weak and nervous(?) Against the head maid....
