So there's this young witch who failed in her test and was sent to earth in order to pass. She was in earth as a human in the academy. There's another witch who was pretending to be a human and was studying there.
They kinda had a fight. Also she has to follow a rule that tells no can know that she has magical powers. Her brother can stop the time or something.
The theme is similar to Sailor moon.
