He (I believe) ends up developing feelings for her, not family or regular siblings type, NOPE he gets the "I wanna bang her" so put that in any context you want but do be warned
I love all her family members, except for the older brother. I think the reason he’s the only one that still fell victim to the hypnosis is because he was never receptive of Penelope. Everyone else in their own unique way opened up to her, and so their endings changed. His ending remained exactly the same.
