Oh dear....looks like I'll have to clarify for you guys that Mr.Fluffyhead is most obviously not an undercover policeman or anything of the such, but rather is quite the gangster, and not a lowly one either, but of some rank.
Additionally, know that committing crimes isn't always what 'gangsters' do either. It's a business, and thus there are ways to go about it. He probably wavers due to trying to calculate what's the best course of action, but also with his personal feelings involved of not wanting to harm/disappoint Jailbait kid.
