It's not as easy as you'd think, because what if that's not his body but merely a puppet of his and he's known to be a genius so there's a very good reason for him to act with such confidence because he has ways to deal with whatever they're planning, so they really can't do anything in this situation
Simple solution would've been:
1) kill the psycho doc
2) get an esper to kill him right now (Gwanyeong can do it, he is there already)
3) bury him 6 foot under
4) counsel the 671 guides with a new doc
5) damage control
Why so difficult?
