So what they're saying is that during the disaster years ago where everyone in K's team died, his partner and him where responsible for the destruction and both survived. Probably due to losing control of the hability. Also, the leader of the evil gang (i forgot the name) has silver hair just like K's ex-partner so maybe, he's still alive and also is responsible for the drugs that ppl are using that make them violent
