I think the older brother noticed his interest in him and used that to lead him on and then reject him, just like Jiho did to his sister. I guess the tension was Jiho being attracted to him
The scene between Eunjeon's older brother confused me. I get it but also not. It's probably the tension around them that I don't understand.
