It does seem he doesnt have the average level of empathy. But he did cry, so we can assume he really was sad or sorry about this, but he prioritize the rules because they are what is needed to protect the town which is his top priority.
Psycopath or not, he is trying to help the town. And in this situation, being a psychopath leader might be for the best
you guys do realise that the people voted, right...? just because guwon is the one doing the dirty work, he wasnt the one to decide on the father's death. he also started beating himself, while taking the full blame. im not defending him but he is definitely not aware of social structures and morality. if the people want death, he will give it to them bc he has no way to reach a moral conclusion on his own. calling him a psychopath kinda falls flat to me bc his consciousness probably "started" in this apocalypse, or whatever situation they're in. i hope this makes sense to someone bc this is how i interpreted his story so far. it's as if you are born in a world like this, but without the time to grow up. he's probably nowhere near a psychopath, just totally shaped by the world.
