well they say Guwon was the guy who established the town so I'm sure( based off his own unique looks) he is also considered a “hound” but the leader. Its the end of the world- people need order or complete chaos will occur. People are eating people so the death sentence didnt seem extreme given they're in an whole ass apocalypse.. also they made good points of the rules of the town. If people keep stealing the town and tbe people suffer more. Sacrifice one to save the many. .Similarly to the saying “one bad apple ruins the entire tree”
