A lot of post apocalyptic media depicts humans as self interested and violent snd individualistic to their core. (Which is very untrue) It's too early to tell if that's what the author is going for, but I think that having mysterious Guwon use a bat to execute someone is definitely a good way to show not only how disconnected he is from humans and to showcase his more vicious and almost black and white thinking.Personally I don't think stealing medicine to help your sick child is punishable by death, much less bludgeoning, and I don't think having things "left up to a vote" counts for much when people are scared of him/uncomfortable.
