I think the reason he's not using a gun is:
a) South Korea's strict gun laws that only allow certain public officials to carry firearms (if the story is happening in S. Korea). And Guwon might not even be aware of guns or how they work since they're not that accessible in the first place. He didn't know how to work the wheelchair either so- (￣∇￣")
b) Guwon HEAVILY relies on his brute strength so using a bat might be his way of making the death quicker. Even when a normal person swings a bat they deliver a hit stronger than the hit they would deliver with their fist. Now Guwon is - as shown in the previous chapters - REALLY strong. Now imagine the hit he could deliver with said bat! Σ(っ°Д °;)っ
Another theory that I have is he didn't want to DIRECTLY inflict the death. He did cry before he killed him. So maybe (in his own twisted logic) using a bat would mean that he wasn't "directly" killing him. But for now I'm most confident about the b) theory.

So there are something called "Hounds" , Guwon is probably one too . Everyone looks brainwashed her even Guwon too . But the killing is truly brutal they could've shot/used a sharp knife on him , but I guess they're using the most cruelest method so that others won't dare to do the same . I really couldn't blame anyone here .
