Could she be the one who stole the medicine for the dad? She's kind of higher up isn't she? So maybe people wouldn't exactly question why she was around the storage area in the first place but that kids dad would have looked suspicious immediately. It's definitely not something that should be overlooked.

Well they think the Dad stole them. No one outed her so Guwon wouldn't know, only Teach and the Dad. If the Dad didn't out her, than he's protecting her for some reason. It could be unrelated though.
