I'm unsure if the manga will follow the novel's reason but in the novel Hazel just wanted to be the most loved and most powerful person. That's all. No hard feelings to the empress or no actual romantic feelings to the emperor. She just saw the empress once and thought if I could be the saintess in the prophecy then I would be the empress and no one would look down on me ever again. That's alk there was to it.
