I just checked it again, Circe and Prince Arcelle are both introduced at chapter 14 and yeah, they didn't mention that Circe and Arcelle are betrothed. So it is very possible for ArcellexHanako shop to sail .
But tbh, it's very easy to like Arcelle, he is the kindest prince I've seen on fiction and he is not only kind, he takes responsibility and is very wise too. I like him the most out of all the characters in this manga. I even kinda want him to end up with Etowa because he deserves to be a main lead . But anyway, I'm fine if he ends up with Hanako. She is cute and her mistakes up to now are brought by her upbringing, she may be crass and impolite at times but she is a lot better than almost half of the 5 children of Sylphs with the way they treated Etowa in the beginning.
