His story just shows how weak-willed and scared he and all the other residents of the town are.
Like if the person who I thought was gonna help me and my family actually was harming us, I would have enough self preservation to try and stop it and fight til the end. But the doctor and others like him decided that living a semi-normal life and not having to worry about the outside world would be easier and better.
Even though his family was killed in front of him and he went to work for their killer; He no longer had anything to protect and instead of getting revenge or dying with them he chose to save himself, the burden of keeping his family safe was gone and now he can be a coward in peace, letting his family's killer go free because he was scared, tired, and mentally exhausted.
The same for others in the Town. They sentence their neighbors to death for silly rules and place the blame on Guwon, who assumes he's also doing what's best for them;but everyone sees him as their captor whom them fear but must appease.
Sorry if I'm yapping, I just love the backstory and rational of all the characters and how intricate it is! ヾ(☆▽☆)
The vet’s story doesn’t make sense, he said that he value his wife and kids life more than his own and yet he was willing to go and help the person who killed them? You’d think he’d lose the will to live and he’d refuse to help him if he actually valued his family’s life but I guess he didn’t really mean what he said
