That's what I think too. Technically they still need people for the town to function. This being basically a cult, if we assimilate it to scientology, in that cult some children (like one of Tom Cruise's), when ghey are born inti the church get sent to forced labour and 1 billion year contracts. So I guess That's basically what happens, once the children grow a bit they get sent here and there to make errands, and since they're easy to manipulate Guwon can pretty much make them do anything he wants, which wouldn't have been possible if the Child was already too grown.
