It seems more likely that she was just a woman desperately wanting to get rid of shuri bc she realized in the first timeline that Jeremy was in love with shuri. She didn't want to live the same life as her parents so she wanted shuri away from her. It even shows that on the day of the wedding she was shocked and disturbed by shuri's death and possibly felt guilty for kicking her out. After all isn't it logical you don't want another woman to steal your fiancee even if it's a political marriage, but doesn't mean I'll wish death upon her if she's a good woman who has no knowledge of the weird romance her stepson has for her.
The first timeline made her seem like such an asshole but knowing more about her, man i feel bad for her and her actions make sooo much sense. Also the art, it just keeps getting amazing, it's insane, each panel feels like it was made to be an individual art.
