He seems to operate on a, 'ends justify the means' brand of utilitarian perspective...but given what we know, I am not sure if that is intentional on his part. By the looks of it, he's doing what he thinks is best for everyone, so from a moral standpoint he can be evaluated. But, not from an ethical lens.

It's not a matter of him being human or whatnot it's literally the setting of the story. It's the apocalypse.
