Maybe in some way, they managed to convince him to keep them. They used rules to keep him "managed". So, in some way, they made Guwon agree to these rules. Must have taken them a lot of twisted logic.

I get that they’re apparently using the rules to manage him but how do you convince a man like that to accept “useless” children, “Use them as bait later”?? We know he ain’t training them for combat either.
Not an I can fix him trope, uuugh. An apocalypse ain’t the time or place for that. ALSO, I’m confused about something, if he killed the doctor’s family, why are there other kids where they’re at? He apparently doesn’t find them useful, which makes getting a teacher for them odd too.
