I don't think it is required because I have seen a couple that don't have them.
BUT the Tag/keyword finder tool in R-idibooks consists on picking between the categories: Relationship/era, Type of top, Type of bottom or Genre. If a reader is looking for a BL with the tool based on a specific type of bottom and top, the BL manhwas without these tags will never be found.
hehe Yes, I have seen the top/bottom tags in all the korean official sites, even Naver has them, which is more shounen-ai oriented.
