The town is 100% manipulating Guwon. You have a childlike horror walking amongst you. Parents "manipulate" their children all the time. Like getting changing clocks to get them to go to bed on time, etc.
Doc says THEY came up with the rules to appease Guwon. They have meeting to make sure they can stay unanimous on decisions, that way Guwon will consider it fair/good. Their rules are to keep GUWON in check, not themselves. They only have one rule.
I see a lot of things getting matched and making sense thanks to all you theories here and there, Few things I agree with
1.Guwon's not 100percent human (All the stitches and the lack of knowledge and acting like some kind of new species in the world or smth)
2. I honestly think that the people in the village is manipulating guwon in some ways, Specially how they acted on the votes and how guwon understands fair unfair etc.
3. Maybe cause ise I'm pessimistic but i fcking feel like MC gonna fck things up or smth, like i feel like he'll slip and say something to guwon. I mean he's a genuine and honest man as far as I've seen tho.
