Small town behavior = cult

wait this is making me have new theories help

the town was originally built by rich people right? one thing i have learned from real life is that rich people will be power hungry no matter what the state of the world is.
lets say the civilians are the "cult" and Guwon is the "cult leader" BUT he isnt actually the leader he is just a front for the actual leader
