Wasn't it the perfect time for the villagers to get rid of Guwon while he was lying on the ground? But they didn't do it, why? Because they are too afraid of him? Or because they know they can't survive without Guwon?
they follow guwon's rules because they now they need his protection/governance to keep the town safe. if they kill him the town will likely self-destruct as everyone fights over resources w/o guwon there to enforce the rules.
No one can fight like him they’ll probably die quicker also in this stories context they need something to fear so they won’t overindulge and start killing each other when supplies run even lower and that puts the people that go out and get supplies in even more danger
