I feel like those that are disbelieving of the doctor are completely ignoring his words and earlier chapters. Doctor states that there's a difference between how Guwon behaves in the town vs when everything first started. Which does make sense given how the two main characters were introduced and Guwon specifically asked Teach what he was useful for prior to saving him. Considering there's only 3 children present in the entire town, I wouldn't be surprised if there were extenuating circumstances that led to them being there.
Not giving a pass to Guwon just because it's the apocalypse but considering he doesn't understand human relationships or societal patterns, he acts like he had been locked up somewhere prior to this entire fiasco. Or had been experimented on and usefullness was tied to livelihood or something.
