The author literally shows you Zigril blankly staring so no, he doesn't monologue at him. It's just that Kay genuinely stays silent every single time. And actually, a lot of times, Zigril starts the sex after not getting an answer and assuming things as a reaction.
I don't know where you've managed to get the monologue from, when this is literally the only author I've ever seen who actually shows you very explicitly the moments of silence and waiting. Perhaps try to look at the story without trying to incriminate Zigril in your mind, and you might notice other elements that the author is showing you.
