He hasn't seen them, it's a parallel to the time she found Mincheol with the girl. Here, he opened the door and noticed male shoes, Taeha's panel only shows he probably heard the door open(or he just knows it's time), so Mincheol hasn't seen them yet but knows there's a man inside.

Taeha? No, the bus stop panel is a quick flashback, probably to either the first time or one of the first times he saw her. We know from previous chapters that Taeha has known Haesoo for a while, enough to know about her marriage and the cheating, but we don't know exactly how he met her or how long ago.
