Its not that the teacher have no survival instinct cause im pretty he does if you remember the chapters where bro would wake up and have a knife in his hands he might still have memories that he himself doesn't fully know, its already indicated that his memory is in spiral at the moment. The mc isn't unaware of death, nor is he helpless towards it, its just that in the matter of the situation the way he values life is more of a stronger will than actually choosing too survive cause believe it or not no matter how tense a situation is, there will always and always be people who will cry over a stranger in place.

I never saw the pleasure in sticking to one side when its clearly stated that both of them have good reasons for their decisions. A fathers instinct is too save a child, is a good reason, let me put it in a way you would see yourself in, lets say you are the child of that father, and lets say you are ill, would you rather your father not fight to give you medicine and only end up dying just for trying to save you? No right? Thats how how the teacher is taking in the situation. Guwon is right about the medicine, and is also right for considering preserving it for people of more useful prowess, but it does not excuse that murder is MURDER in every scenario whether is be cyberpunk, the wild west or the zombie apocalypse.

The thing that keeps the town alive has already been said, its fear, they fear him, but that keeps them alive so they follow it, and for him to continue keeping that town safe, he needs the people IN the town to be cooperative, and he instilled fear that uphold a strong grip upon the people.
