Yeah, they are kinda hypocrites
if it's between dying outside or being kept safe in that town, then despite them being afraid of guwon it's totally understandable why they would choose to stay
If mc and people are afraid/disgusted by guwon why don't they just leave the town? You want his protection and it comes at a cost you don't want to pay so just leave??
