Some women don't get wet immediately or very much. It's common to use condoms that have lubricants on them and it would make sense in this situation, since they were in a public space, to not use lube as it might have caused a mess.

They actually specifically make finger condoms for this purpose but a condom is more widely available. In addition to the lubricant being helpful, it’s easy to spread infections from your hand to a mucus membrane like the v*g*na. Like an STI or BV. It’s good that they’re having safe sex especially since it’s their first time together.
